A key question in the theory of migration and in public debates on immigration policies is when migration can be said to be voluntary and when, conversely, it should be seen as nonvoluntary. In a previous article, we tried to answer this crucial question by providing a list of conditions we view as sufficient for migration to be considered nonvoluntary. According to our account, one condition that makes migration nonvoluntary is when people migrate because they lack acceptable alternatives to doing (...) so. In this article, we take the opportunity to further explore and clarify this crucial condition. More specifically, we focus on two main sets of questions. First, we ask whether migration is always voluntary when it serves goals that are voluntarily chosen, and whether those who decide to migrate voluntarily but only have the option of choosing among a limited set of dangerous, harmful, or illegal means for doing so, can be said to be forced to choose those means. Second, we ask whether what counts as “nonacceptable” alternatives should also include cases in which people could have their needs and fundamental rights met, but at the cost of betraying their moral principles or conceptions of the good. It is often argued that in order to prevent migration from having social dumping effects, a strict enforcement of equal labour and welfare rights for both migrants and local workers is required. However, we claim that the specific circumstances of those migrants who engage in temporary migration may require a regime of special rights and labour standards that protect and further their distinctive interests and needs. We defend this claim by appealing to the principle that labour and welfare rights should (...) accommodate the life plans of workers and we show that not only these special arrangements are fairer to the migrants involved, but they could also help to prevent social dumping. As the normative literature on immigration has matured over the last twenty plus years, it’s become increasingly hard to make interesting, plausible, and original claims. Most issues have been discussed, and most plausible positions staked out. Valeria Ottonelli and Tiziana Torresi’s book is, then, a pleasant surprise. In a brisk 173 pages they make important tech- nical contributions and argue for an insightful approach to thinking about some problems relating to migration. I will suggest worries about (...) both their conclusions and the approach, but anyone interested in normative migration theory should read the book. (shrink)

Public deliberation has been defended as a rational and noncoercive way to overcome paradoxical results from democratic voting, by promoting consensus on the available alternatives on the political agenda. Some critics have argued that full consensus is too demanding and inimical to pluralism and have pointed out that single-peakedness, a much less stringent condition, is sufficient to overcome voting paradoxes. According to these accounts, deliberation can induce single-peakedness through the creation of a ‘meta-agreement’, that is, agreement on the dimension according (...) to which the issues at stake are ‘conceptualized’. We argue here that once all the conditions needed for deliberation to bring about single-peakedness through meta-agreement are unpacked and made explicit, meta-agreement turns out to be a highly demanding condition, and one that is very inhospitable to pluralism. In pluralistic deliberative settings, where people come from different cultural and social backgrounds, sharing personal experiences and narratives in the first person is often advocated as a preferential means to bridge the informational and motivational gap between members of different social groups. Whatever the epistemic merits of personal storytelling in democratic deliberation may be, the request for transparency and disclosure of people’s private experiences that this practice entails may be objectionable on moral grounds, because it disrespects people as agents who (...) have practical authority over their own lives. Having people disclose their personal stories in public can humiliate them, reify them and abridge their personal liberties. What is worse, these harms are especially likely to be inflicted upon members of marginalised or disadvantaged minorities. For deliberativists, this should be a matter of concern because respect for people as agents is arguably one of the founding principles of democratic deliberation. (shrink)

This essay aims to vindicate the importance of a theory of ordinary citizens' political prudence in a democratic society. It follows a reconstructive method, by looking at the full range of powers and decisions that are enabled by democratic rights in order to show that in contemporary democracies there is room for the exercise of political prudence by ordinary citizens. By the same method, it also reconstructs the main traits and manifestations of citizens' political prudence in the everyday politics of (...) our democracies. Theorizing citizens' political prudence is important for detecting and correcting the ways in which the citizens of a democratic society, as well as its institutions, may fail to fulfil the mandates of such an essential political virtue. Equal respect for persons is often appealed to as the grounding principle of democratic rule. I argue here that if it needs to account for the specific content of democratic political rights, it must be understood as respect for people as competent political decision-makers. However, the claim that respect is due to people as a response to their actual equal competence leads to a conflation of democratic legitimacy and substantive justice, resting on implausible factual assumptions and making it impossible to (...) advocate the effective equalization of political capabilities. Therefore, I suggest that the principle of equal respect should be decoupled from such a claim and be rephrased as simply prescribing that people be treated or publicly recognized as equally competent. I defend this interpretation against the publicity objection, according to which this take on the principle implies insincerity and therefore cannot serve as a public justification for democratic authority. This chapter sides with those who believe that a right to stay should be counted among fundamental human rights. However, it also acknowledges that there are good reasons for objecting to the most popular justifications of the right to stay, which are based on the assumption that people have valuable ties to their community of residence and that people’s life plans are located where they live. In response to these qualms, this chapter argues that the best way to make sense (...) of the right to stay is to conceive it as belonging to the category of “control rights”; these are the rights that protect people’s control over their own bodies and personal space, which is an essential condition for personhood and human dignity. This account of the right to stay can overcome the most pressing objections to its recognition as a fundamental human right. (shrink)

Review: Daniele Archibugi, The Global Commonwealth of Citizens: Toward Cosmopolitan Democracy, Princeton, Princeton University Press, 2008.

From within a “systemic approach” to deliberative democracy, political parties can be seen as crucial actors in facilitating deliberation, by playing epistemic, motivational, and justificatory functions that are central to the deliberative ideal. However, we point out that if we assume a purely outcome-oriented conception of the role of parties within a deliberative system, we risk losing sight of a central tenet of deliberative democracy and of its distinctive principle of legitimacy, namely, that citizens must be able to exercise critical (...) reflection on the grounds of democratic decisions. We argue that parties have a special responsibility in making a deliberative system meet this requirement, and that such special role can be fulfilled only if parties’ programs, values, and strategies are shaped through intra-party deliberation. On the grounds of this discussion, we define a model of intra-party deliberation that is based on the principles of mutual acceptability, pluralism, and publicity. (shrink)

Given that cities are now bearing the brunt of migration and integration, it might seem that we should shift our normative focus away from the state towards the city. This is the suggestion of Avner de Shalit’s (2018) Cities and Integration: Political and Moral Dilemmas in the New Era of Migration. In this article, we suggest that this move is not so straightforward. Other levels, including the global, the state, and the neighbourhood, on top of the city, are also impacted (...) by migration and so also have claims for normative priority, which need to be addressed. And even if the city is responsible for integration, we argue that de Shalit’s promotion of Amsterdam’s ‘Milkshake Model’ – a form of respect and appreciation of difference – is, despite its clear initial appeal, not an ideal for accommodating diversity. State-sponsored breastfeeding promotion campaigns have become increasingly common in developed countries. In this article, by using the tools of liberal political theory, as well as public health and health promotion ethics, we argue that such campaigns are not justified. They ignore important costs for women, including undermining autonomy, fail to distribute burdens fairly, cannot be justified neutrally and fail a basic efficacy test. Moreover, our argument demonstrates that breastfeeding campaigns are a rare case that bridges the fields of public health (...) ethics and the ethics of health promotion campaigns. This demonstrates the need to consider the ethics of state promotion of both voluntary and coercive behavioural change that benefits third parties. (shrink)

The topic of asymmetry between the semantic and the phono-morphological levels of language emerges very early in Indian technical and speculative reflections as it also does in pre-socratic Greek thought. A well established relation between words and the objects they denote seems to have been presupposed for each analysis of the signification long before its earliest statement. The present paper aims at shedding light on two different patterns of tackling the mentioned problem. The first approach sees asymmetry as an exception (...) to the regular correspondence between language and reality, whereas the second approach considers language in itself as a conceptualisation which does not faithfully represent reality. Background: Mentalizing, the mental capacity to understand oneself and others in terms of mental states, has been found to be reduced in several mental disorders. Some studies have suggested that eating disorders may also be associated with impairments in mentalizing. The aim of this work is to investigate the possible presence of mentalizing subtypes in a sample of patients with EDs.Method: A sample of patients with eating disorders completed a battery of measures assessing mentalization and related variables, including the Reflective (...) Functioning Questionnaire, the Difficulties in Emotion Regulation Strategies, the Interpersonal Reactivity Index. Clinicians rated patients in relation to imbalances in different dimensions of mentalization to prementalizing modes and attachment style by using the Mentalization Imbalances Scale, the Modes of Mentalization Scale, and the Adult Attachment Questionnaire. A latent profile analysis was conducted to test the possible presence of different subgroups. MANOVA was used to test the possible differences between the four mentalizing profiles in relation to emotion dysregulation, empathy, and adequate and impairments in mentalizing.Results: The latent profile analysis suggested the presence of four different profiles in relation to impairments in the dimensions of mentalization: affective/self/automatic imbalances, external imbalance, cognitive/self/automatic imbalances, and cognitive/other/automatic imbalances. Patients belonging to profile 1 are characterized by the prevalence of affective mentalization that overwhelms the capacity to reflect on mental states with an imbalance on the self-dimension; profile 2 patients are excessively focused on the external cues of mentalization; profile 3 patients are characterized by an over-involvement on the cognitive and self-facets of mentalization, with an impairment in adopting the other mind perspective; and profile 4 patients have similar impairments compared to profile 3 patients but with an excessive focus on others and deficits in self-reflection. These profiles were heterogeneous in terms of EDs represented in each group and presented significant differences on various variables such as attachment style, emotion dysregulation, empathy, interpersonal reactivity, and reflective function. This study represents, so far, the first work that confirms the presence of different mentalizing patterns in ED patients.Conclusions: ED patients can be classified in relation to impairments in different dimensions of mentalization above and beyond ED diagnosis. IntroductionAnorexia nervosa promotes psychological distress in caregivers who adopt different coping strategies. Dysfunctional caregiving styles exacerbate further distress in the patient promoting the maintenance of the illness. We aimed to assess the possible contribution of personality traits of caregivers to the adoption of different coping strategies to deal with the affected relative.MethodsAbout 87 adolescents with AN were recruited. Their parents completed the Family Coping Questionnaire for Eating Disorders and the Temperament and Character Inventory-Revised. Differences between mothers and fathers were assessed (...) through the independent sample t-test. Multivariate regression analyses were run to assess if personality traits, the occurrence of psychiatry conditions in the parents, the marital status, and the duration of the illness predicted parental coping strategies.ResultsThe group of mothers showed higher levels of avoidance and seeking for information coping strategies than the sample of fathers. Lower illness duration predicted higher collusion with the illness in both parents. Harm avoidance, cooperativeness, and self-directedness positively predicted parental coercion, collusion, and seeking for information strategies with some differences between mothers and fathers.DiscussionIllness duration and personality traits of parents affect the type of parental coping strategies developed to face AN in adolescents. These variables should be considered in the assessment of families of adolescents with AN and may be addressed to promote more fine-tuned clinical interventions for caregivers. (shrink)

As far as immigration theory is concerned, the attempt to reconcile concern for all persons with the reality of state boundaries and exclusionary policies has proved difficult within the limits of normative liberal political philosophy. However, the realpolitik of migration in today's environment forces a major paradigm shift. We must move beyond standard debates between those who argue for more open borders and those who argue for more closed borders. This book aims to show that a realistic utopia of political (...) theory of immigration is possible, but argues that to do so we must focus on expanding the boundaries of what are familiar normative positions in political theory. Theorists must better inform themselves of the concrete challenges facing migration policies: statelessness, brain drain, migrant rights, asylum policies, migrant detention practices, climate refugees, etc. We must ask: what is the best we can and ought to wish for in the face of these difficult migration challenges. Blake, Carens, and Cole offer pieces that outline the major normative questions in the political theory of immigration. The positions these scholars outline are challenged by the pieces contributed by Lister, Ottonelli, Torresi, Sager, and Silverman. These latter pieces force the reformulation of the central positions in normative political theory of immigration. To study Severian of Gabala from the point of view of anti-heretical polemic allows us to delve into a character who is obscure and often overlooked. When looking at the argument against the Apollinarists, a task which requires a capacity for extensive speculation, Severian comes out as less significant in comparison to the other great theologians of his time, like the Cappadocian Fathers, although he adheres to the same doctrinal line. The more demanding arguments – as in his homily De (...) centurione, fully devoted to this controversy – are missing. Despite a common Antiochene origin, he also separates himself from Chrysostom by engaging in a more allegorical form of exegesis and by his defense of orthodoxy, whereas in John the pastoral concern for the lives of the faithful stands out. This study does not intend to re-evaluate or diminish Severian even more than has been done, but attempts to contextualize him and his anti-Apollinarian work morecompletely. (shrink)

If societies, like institutions, are built to endure, then the bond that exists between generations must be considered. Constructing a framework to establish a philosophy of future generations, Tiziana Andina explores the factors that make it possible for a society to reproduce over time. Andina's study of the diachronic structure of societies considers the never-ending passage of generations, as each new generation comes to form a part of the new social fabric and political model. Her model draws on the (...) anthropologies offered by classical political philosophies such as Hobbes and Macchiavelli and the philosophies of power as discussed by Nietzsche. She confronts the ethics and function of this fundamental relationship, examines the role of transgenerationality in the formation and endurance of Western democracies and recognizes an often overlooked problem: each new generation must form part of social and political arrangements designed for them by the generations that came before. The ability of a group of adults with high functioning autism (HFA) or Asperger Syndrome (AS) to distinguish moral, conventional and disgust transgressions was investigated using a set of six transgression scenarios, each of which was followed by questions about permissibility, seriousness, authority contingency and justification. The results showed that although individuals with HFA or AS (HFA/AS) were able to distinguish affect-backed norms from conventional affect-neutral norms along the dimensions of permissibility, seriousness and authority-dependence, they failed to distinguish moral and (...) disgust transgressions along the seriousness dimension and were unable to provide appropriate welfare-based moral justifications. Moreover, they judged conventional and disgust transgressions to be more serious than did the comparison group, and the correlation analysis revealed that the seriousness rating was related to their ToM impairment. We concluded that difficulties providing appropriate moral justifications and evaluating the seriousness of transgressions in individuals with HFA/AS may be explained by an impaired cognitive appraisal system that, while responsive to rule violations, fails to use relevant information about the agent’s intentions and the affective impact of the action outcome in conscious moral reasoning. This paper aims to demonstrate how museum collection sustainability is grounded in a range of concrete care practices that are social and material. It explores the unstable nature of heritage materials, drawing on the ecological approach of infrastructure and maintenance studies in the field of art and museums. To do this, I analyse the role of mundane operations in the daily functioning of an exhibition area, presenting data from fieldwork I conducted from 2015–2016 at the Musée du quai Branly in (...) Paris, which preserves collections of art and ethnology from outside Europe. I observed the museum's preventive conservation practices, which work to minimise the risks of material deterioration of heritage objects, focusing attention on stabilising the relationship between objects and their environments. These practices contribute to the construction of the temporalities of museum objects. In exploring the means and devices of preserving these heritage objects, the very assumption of perpetuation is destabilised. Environments continually unfold with the silent material metamorphosis of objects. The exhibition becomes a place of flows, where a multitude of entities circulate and cohabit at different scales, such as insects, dust, and powdery fragments. The daily human work of vacuuming, cleaning, trapping, and measuring provide a set of actions united with other entities engaged in the material life of the exhibited object. As we zoom in on the exhibition space, different timelines emerge that are inextricably linked to the different lives of the museum. (shrink)

The notion of transgenerational community is usually based on two diachronic interactions. The first interaction consists of present generations taking up the legacy (not only economic, but also institutional, artistic, cultural, and so forth) of past generations and giving it continuity, exercising a form of active agency. The second interaction occurs when present generations pass on their legacy to future generations. This is supposed to expand the boundaries of the community in a transgenerational sense (both backward- and forward-looking). In this (...) article we argue that the transgenerational community can be grounded on a different ontological insight: future generations play the role of fictional actors for present generations, i.e., present generations entertain a present-time interaction with future generations, insofar as future generations are functional for the realization of transgenerational actions. This lays the foundations for more solid community-based bonds of intergenerational justice. (shrink)

Did Leibniz exploit infinitesimals and infinities à la rigueur or only as shorthand for quantified propositions that refer to ordinary Archimedean magnitudes? Hidé Ishiguro defends the latter position, which she reformulates in terms of Russellian logical fictions. Ishiguro does not explain how to reconcile this interpretation with Leibniz’s repeated assertions that infinitesimals violate the Archimedean property (i.e., Euclid’s Elements, V.4). We present textual evidence from Leibniz, as well as historical evidence from the early decades of the calculus, to undermine Ishiguro’s (...) interpretation. Leibniz frequently writes that his infinitesimals are useful fictions, and we agree, but we show that it is best not to understand them as logical fictions; instead, they are better understood as pure fictions. In this study, we investigated the relationships between judgments of intentionality and moral evaluation in individuals with High Functioning Autism (HFA) or Asperger Syndrome (AS). HFA or AS are neurodevelopmental disorders characterised by severe deficits in communication and social functioning. Impairments in Theory of Mind (ToM), i.e., the ability to attribute mental states to oneself and to others, are thought to be the core features of autism. Of all mental states, the concept of ‘intentional action’ is particularly important. People normally (...) distinguish between actions that are performed intentionally and those that are performed unintentionally and this distinction plays a crucial role in social understanding and moral judgment. Recently, Knobe (Analysis 63: 190–193, 2003a ), (Philosophical Psychology 16: 309–324, 2003b ) showed that people’s moral evaluations might serve as input to the process by which people intuitively arrive at the intentionality judgments. Here, by using two pairs of vignettes, the Knobe’s Harm/Help cases and Murder/Bull’s-eye cases, we showed that, as already observed in typical population, in individuals with HFA/AS judgment of intentional action is informed by the moral appreciation of the action outcome. However, the two groups differed on praise judgments and moral justifications, suggesting that these processes were poorly influenced by the agent’s psychological states. We concluded that, although under certain circumstances, individuals with HFA/AS and people with typical development have similar intuitive judgments of intentionality, over-assignment of praise judgments and the reduced use of folk-psychological concepts in moral judgment likely reflect difficulties using intentionality information for moral reasoning. It is more difficult to feel emotions for future generations than for those who currently exist, and this seems to be one of the reasons why we struggle to care for the future. According to a number of authors, who have recently focused on the psychological flaws that prevent us from dealing with transgenerational issues, the main problem is “future discounting”. Challenging this common view, we argue that the main reason we struggle to care about future generations lies in two (...) features of our daily emotions: the «identified victim effect» and the decrease in empathy for people who are different from us. These traits give rise to two puzzles we call the problem of the indeterminateness of future persons and the problem of dissimilarity. After having analyzed these problems of our moral psychology, we show how they allow us to account for some differences in affectivity towards a number of entities that do not currently exist, such as future generations, past generations and fictional characters. Bearing in mind the real limits of our emotions when dealing with future people, we sketch an alternative proposal on how to develop emotions to provide citizens of liberal democracies with a motivation to act in favor of future generations. The current study provides data about the immediate risk perceptions and psychological effects of the COVID-19 pandemic among Italian participants. A sample of 1034 volunteers answered a web-based survey which aimed to investigate the many facets of risk perceptions connected to COVID-19 (health, work, economy, social and psychological), and risk-related variables such as knowledge, news seeking, perceived control, efficacy of containment measures, and affective states. Socio-demographic characteristics were also collected. Results showed that although levels of general concern are relatively high (...) among Italians, risk perceptions are highest with regards to the economy and work, and lowest concerning health. Cognitive and affective risk-related variables affected the several risk perception domains differently. COVID-19 knowledge did not affect any risk perception while the perceived control decreased health risk likelihood. The other risk-related variables amplified risk perceptions: News seeking increased work-economy risk; efficacy of containment measures increased all perceived risks; negative affective states of fear, anger and sadness increased health and psycho-social risks; anxiety increased only health risk, and uncertainty increased work-economy and psycho-social risk perceptions. Finally, positive affective states increased health risk perception. Socio-psychological implications are discussed. (shrink)

In relation to a thesis put forward by Marx Wartofsky, we seek to show that a historiography of mathematics requires an analysis of the ontology of the part of mathematics under scrutiny. Following Ian Hacking, we point out that in the history of mathematics the amount of contingency is larger than is usually thought. As a case study, we analyze the historians’ approach to interpreting James Gregory’s expression ultimate terms in his paper attempting to prove the irrationality of \. Here (...) Gregory referred to the last or ultimate terms of a series. More broadly, we analyze the following questions: which modern framework is more appropriate for interpreting the procedures at work in texts from the early history of infinitesimal analysis? As well as the related question: what is a logical theory that is close to something early modern mathematicians could have used when studying infinite series and quadrature problems? We argue that what has been routinely viewed from the viewpoint of classical analysis as an example of an “unrigorous” practice, in fact finds close procedural proxies in modern infinitesimal theories. We analyze a mix of social and religious reasons that had led to the suppression of both the religious order of Gregory’s teacher degli Angeli, and Gregory’s books at Venice, in the late 1660s.
